This is all complete mythological ahistorical nonsense. Barca were also helped out by the dictatorship; winning copas doesn't count for much if there's no opposition. In general Franco spent more money in Euskadi and Catalunya than in the rest of the country; for one he knew he had to keep these areas relatively trouble free, for another they were extremely right wing and had supported him in his rebellion, unlike, say, the city of Madrid, which fought him tooth and nail and he had to repopulate with flunkies.
Atletico began as the house team of Franco's Air Force. If there's a team that has a claim to be fascist, it's Atleti. Hell, they won the league when owned by Jesus Gil. But really all this mixing politics with football is just nonsense. I know plenty of Madrid club members who vote Podemos and plenty of Barca supportes who vote for right wing corrupt frauds like Artur Mas and his flunkies. Sure the Madrid ultras were right wing nazi types, but Florentino basically got rid of them (one of the two best things he's done).
Barca is just as corrupt, tax avoiding, cheating as is Madrid.
