I'm not sure how that is much different than police forces now other than they could make their own laws and I guess the way they are paid.

I was watching a show on the sex trade and how the cops set these John's up, then they charge them $1,100 cash to be paid in 24 hours and they never see court or get arrested. And I was thinking wow if you did 20 of those a day that's half a million dollars a month. Seems like a good racket.
