The correct thing is actually what the CBA did for years, which is to get rid of the idea of fouling out/disqualification and for every personal foul above six the other team gets an additional point or free throw attempt. That provides a non-trivial penalty while not removing the best players from the game or having refs swallow the whistle to avoid fouling someone out.
Some things which were tested in the CBA were later adopted by the NBA (e.g. the circle underneath the basket) but this was one of the best ideas and it's never been given a trial.
