Seems reasonable. I just see Oklahoma as super different from Illinois or Michigan or Wisconsin.

so kids growing up with southern families, culture, and traditions in the middle of manhattan, brooklyn, or boston could be southern now because they have that culture? c'mon son. Your legal jargon ain't gonna work round these parts. it's all 'bout where you're from.

3 states don't really fit into a "region" geographically and culturally, those are Florida (the central and south parts at least, north Florida is basically the Deep South. If you take the entire state I would leave Florida out of the South.

West Virginia is an interesting case. I would consider it to be closest to the south culturally, but it only borders one other state I would consider to be the South. If I had to, I would prob put WV in the South, but I think you can make a case that there is a separate region of Appalachia which includes Eastern KY and TN, WV, Western parts of Virginia, and Central PA.
