If I'm not mistaken, those in Manhattan who don't drive do it for some combination of a few reasons:
1) They don't need a car, or at least don't see the need for a car.
2) They aren't willing to pay for expensive real estate to store a car.
3) They aren't good at "dealing with the complexities of NYC driving".
So people who are rich might be willing to deal with #2 as long as #1 and #3 go away. With driverless cars, people like Gilbert Gottfried won't have to worry about driving in a city with nothing but crazy, professional drivers. He also might enjoy riding out to Jersey or Long Island without having to hire a limo or sit in a yellow car with a smelly immigrant.
I'm assuming dnh meant Manhattan when he said "NYC", since others have said that it's less optimal to not have a car in other boroughs.
Not sure if having extra people like Gilbert Gottfried out clogging traffic so he can drive to the dollar store is +EV for Manhattan but individuals may enjoy getting around without having to hire a driver.

Traffic is more about the commuters, trucks, and taxis than the residents. Trucks are typically fine because we fine them up the ass. Taxis are a problem because the drivers have often not slept for three days and will have "scores" to settle between each other. Big gain by replacing those guys. The commuters are a problem because they all want to go to the same places at the same ****ing time. Huge gain by centralizing control of a decent portion of that group.
Most residents would still not want a car nor need one, but the 6 times per year they rent a car would go much more smoothly, the 50 times per year they take a cab would almost certainly involve fewer requests for the drivers to pull over so they can vomit from start-stop idiotic motion sickness, and in general they would notice their commuting coworkers appeared more rested and pleasant and less "dicklike".
I mean, the city occaisionally kicks around ideas for big changes to allay congestion because they know it costs them massive amounts of money and is a drag on quality of life. Enormous tolls and entry passes valid only on certain days are just a few of them. This would work much better and won't get any toll booth operators shot.
