It is quite wrong to infer from somebody's being a wanker that they in fact wank (and vice versa), but of course, fair to assume they do in any case. Herein lies the genius of the insult: if you call someone a wanker, it's probably true, but only literally.

I am a Euro transplant that was in a frat in college in the US

the stereotyping is very different in Europe, seeing how as PHB mentioned, the limited exposure of most Europeans to frat stereotypes stems from movies like Road Trip

I would tend to agree however it sometimes varies in usage and intention
