It's a little lower for "on time" and above for graduation by 25.

Nevada graduation rate is at 57%, sweet.

Per wiki, Bachelors is 30.7%, masters is 8% and PHD/Pro 3%.

Totally speculative and possible faulty logic: The explosions occurred at 4 hours 10 minutes into the marathon. If someone was trying to target the maximum amount of people, that was probably not the time to do so.

4 hours seems like the time when a lot of runners are finishing, probably lots of people there cheering on their friends and family. The winners were long gone, but for your average Joe runner, that's probably rush hour

There were a bunch of wounded warriors doing it on hand bikes, not sure how long they are expected to take. There is some variety in finishing time.
