I thought maybe you just misheard it, but he clearly says billion. Since NASCAR is a completely statistical anomaly at this point, I'm expecting it to regress to the mean, so after all the drivers retire/die, we shouldn't expect to see NASCAR for thousands of years.
As far as a host city for a neutral site event with Dallas being a 1 and new Orleans being a 10 I'd give Atlanta about a 5. Layout/amenities were ok. Hotels were reasonably close to game sites. Lack of drinking options close to Georgia dome especially after the Saturday games were a major negative.
It kinda sucks that there are only like 7 or 8 cities where the NCAA will host a final four now. And most of those suck. Detroit Dallas Phoenix Indy new Orleans Atlanta and Houston seem to be the only ones with indoor football stadiums to host the final four.

I guess detroit is around a 1 as well. Rankings for neutral site events are based primarily on their friendliness to out of town fans who don't have access to a car.
Detroit sucks in that regard in that there are a few blocks around the stadium where you feel safe and can find a decent hotel. Dallas is the nut low because the stadium has no public transit access and is like a 40 minute drive from civilization.
