States here cover a lot of land and also have a lot of people. I think if Texas became its own country it would be like the 5th most powerful country in the world or something ridiculous. I like that states have power here. Most publicly-traded companies register in Delaware because that state has friendly corporate laws. That's about the only thing that matters about Delaware. So, in a way, if enough states demonstrate interest in having their own laws it could induce the federal gov't into action, because they don't want 20 different state laws regarding an activity the federal gov't has an interest in that obviously transcends arbitrary state lines?

Yes. But if they all pass something like NOW, then it's game over. Because the states with legal poker will not want federal interference, and the anti-gambling folks are voting against it regardless, so with every state that legalizes, you start to lose votes for a federal solution. Or at least, there's a huge risk of it.

I think it's totally dead once the first state legalizes it in a way that basically lets it be run by the state lottery.

If California goes soon, with no one else immediately following, I personally think that is optimal. Big bad liberal Cali may get enough republicans to vote for it in order to feel like they have control. Would be an ideal window.

But honestly, I don't think federal will happen at this point. My gut says the current congress is too dysfunctional and there's no way something as controversial as this gets passed.

If something was going to happen on a federal level it would have by now. The blackout bill a couple years back was the last viable chance. A lot of states are already setting ipoker bills in motion or have already passed (didn't Delaware and/or New Hampshire pass?) and you'd have to imagine Nevada and New Jersey signing into law will push others into quickly getting legislation in motion

Nah, the big money casinos would much rather have a federal bill. Way more revenue and likely a lower weighted average tax rate. Plus, it would likely help keep Stars out of the market for at least a period, which would be huge.

I think it's equal parts "doesn't like it from a moral perspective" (many people I know at the Sands verify this part) and "doesn't want to deal with a new business (iGaming) while harvesting money from his Asian B&M casinos".

But never fear, he's got more money than most and if it gets passed he will quickly get over his moral objections and try to buy his way to the top. But as of now the Sands is very likely way behind the curve on iGaming due to his objections.
