I believe Shawshank wasn't received as an all-time great back then; only a pretty good movie. Then the lol critics had to go back and say wait, this movie is one of the best ever made

It wasn't just critics. Like nobody saw Shawshank when it first came out. I like the movie but it's hardly an all-time great imo, it just has themes that people on the internet love so they grasp onto it and act like it's the GOAT.
