"People-watching" usually involves sitting in a public place where people are coming and going, not watching the same person for an hour.

You seem to keep using the words "weird" and "creepy" without elaborating further as though if you repeat them enough you'll convince everyone else.

Well, in the original example I told, the guy was spending time actively trying to watch people during the day. Obv, when you go places naturally, you see people as your walking to places, thats obv not what I'm referring to...
