yes. when its a state that wont be close it doesnt matter if anyone is reporting yet. they just cant/wont announce it before the voting closes so as not to confuse people in that state who havent voted yet. basically they call it as soon as they can after poll closing without embarrassing themselves by being wrong.

the funny thing is, the guy, who was pretty exasperated, said i could fill out a provisional ballot. problem was, they were out of them and were waiting for the board to bring more over. i just heard on the news that the provisional forms were never even re-upped at that specific location.

id venture to say that was pure voter suppression as this was a super democratic (read: black) area of town.
