they get like four months after they're voted out because it's based on the 18th century when you had to travel to washington after being elected and all that
so it's not like a parliamentary system where the PM being term limited makes his final term the lame duck term. lame duck period is a congressional thing that happens every two years unless by some miracle every incumbent got voted back in. if it were referring to president, they would say lame duck president
