BF isn't doing anything to break the forum rules. Tuq making threats based on purely personal decisions shouldn't hold any weight other than to look cool. You can't have a thread for talking about what's wrong with the forum and get banned for doing so.

I get that tuq made a lame ultimatum (because tut called out his terrible modding when it was warranted) that not really anyone agreed with under the guise of it being better for the forum, but is that the reason specific reason for the perma? if not what is? the post was full of reasonable points and didn't contain any trolls/personal attacks, but i suppose no one can see that now since the post was deleted.

Where did the completely reasonable post that Bitchface got banned for go?

So epi gets banned (and rightfully so) for trolling, Bitchface makes a completely reasonable posts with valid points wrt to tuq's modding, he gets banned and the post gets deleted. This is clearly tuq being a good mod and not some personal crusade against posters he doesn't like.
