I mean, it's got the forumserver.twoplustwo.com URL right in the account description. That's bad.

But who knows, thats the difficult thing about the internet, people can do pretty much whatever they want with little to no repercussions as long as it doesn't cross into an illegal area.
2 + 2 is its own man so to speak, but other forums do ban for this sort of thing fwiw. If someone was using another platform to go at someone in a manner that would be considered bannable were they to do it on the forum, and the reason they were attacking them was forum related, realistically they should be banned from the forum concerned. I mean, technicalities be damned, someone is acting the dick so they should be dealt with.
Obviously the problem is proving with certainty that the real person behind the other platform account matches the 2 + 2 account, and that is hard to do without the ability to apply the same vbulletin IP tracking tools to a name on another website. But I guess if it could be proven, for whatever reason, you would be right to ban the 2 + 2 account concerned.
