The problem with this is that ignoring any of the specifics of SE, the posts that obviously break the rules are easy for mods to deal with assuming they see them. It's the folks that are smart enough to stay within the lines mostly, but constantly do little things that are problematic. You have to look at people's overall body's of work, and even then it can become a judgement call for a mod. You end up basically having to judge people's intent, and that's tricky.

that's the point of my idea, to get the mods off the hook when its comes to this type of gray area stuff

also fwiw I think tuq does a super job 99% of the time
