This, I almost added this to my "Blatter is a ******" post but couldn't be bothered. How can you be moaning about penalties when games are routinely ruined by bad reffing. I don't even mind a little controversial reffing - variance in the game is OK by me. What I mind is having games turned unwatchable by stuff like bad red cards which would never be given if replays were accessible.

In touch rugby as you call it in the UK, ties are settled with what's called a "drop-off". Play restarts and at time intervals, each team has to remove a player from the field. The game thus becomes more open and scoring becomes easier. Anyone think this could work with football? Might suffer from the same problem as golden goal, in that teams won't want to be caught on the counter.
Not that I mind PKs. If I was to change anything about how football tournaments work, I've harped on about this before, but I'd make 0-0 draws worth 0 points to both teams in the group stages. This would avoid some of the more excruciatingly awful games we saw in the early stages of e.g. World Cup 2010.
