Hard to tell without knowing chinas motivations. They are selling treasuries for dollars and holding the dollars which drives down the yuan. I can think of a couple reasons why they would want to don't but won't embarrass myself by guessing. China has been doing this for quite some time but they are certainly ramping it up now.

Yeah it's the ramping up that is a problem. This started last year and I think in July was notable for its volume, but I doubt this is a liquidity issue or currency reduction issue. I'd bet a lot of money China thinks U.S. Treasuries will tank and will be liquidating them for that reason.

Hell, they can exert downward pressure on U.S. Treasuries by rapidly selling them.
