It's clear from the context of the rest of the document that that sentence should be read as if 'have' had been used in place of 'has'. Although if in isolation one inserted a comma before the second 'that' ( '.. unchanging truths, that has been ordained..' ) the meaning would be changed, we're not reading the sentence in isolation.
