Biden finds himself in a suddenly tough spot here and I think his team is struggling to adjust as quickly as it needs to.
Prior to the recent escalation in protests, Biden could afford to sit back and let Trump bungle his way to failure. Biden could effectively run an anti-Trump/Return to competency campaign and skate. Because the police have refused to stop publicly executing black people, we've seen an increase in protests and violence. All of it justified, but to a small (but electorally important) subset of people, Trump gets to play the game on easy mode. He gets to project "strength" and forces Biden to do something. The problem is, Biden has to hold two distinct groups, that want vastly different things, together, and I have zero idea how he's going to do it.
I think his best play is to try and work the "we're better than this" and "if we come together, there's nothing we can't do" angles. He does those well, and they play well to both sides since each can interpret them how they want.
