It's pretty simple, dems/reps voters don't live in the same reality and many can only be primaried (like that wyoming guy of total AIDS last night). Voting yes you can still claim it was a better plan (anyone saying otherwise is fake news or whatever, it doesn't matter) and be on team trump and whatever the **** else.
They know the game, you can vote on whatever the hell you want as long as it doesn't pass. Only a few nerds will notice and in the R camp, all of them are just in it for the sweet sweet tax cuts or white supremacy anyway.
