Fun story:
Back in 2004, the Bush wiretap stuff was running out of time and needed reauthorized. Attorney General John Ashcroft (Let the Eaaggggglllleee Sooooooaaaarrrr) was in the hospital and could sign an authorization to extend the program.
The Justice Dept., let by the Assistant AG, had ruled the program was illegal, but Bush's people sped to the hospital to get Ashcroft to sign it. Mueller, then FBI Director, and the Ast. AG raced to the hospital to stop them.
It came to a head and Mueller and the Ast. AG threatened to resign if the program wasn't reworked. Bush relented and reworked the program rather than force their resignations.
