Yep. Think of Obama at the end of his term. I remember him giving some emotional and IMO exceptional speeches where he'd talk about how he wasn't able to do much with gun control because of Congress. He wasn't really whining, more like "this is what it is, but don't forget about this issue. Do whatever you can if you believe in it." (obv paraphrasing) I guarantee you huge chunks of Repubs are slavering in anticipation of this not being passed so they can gloat with the "I told you so, Democrats don't want to get anything done, we are looking out for Joe Lunchbox not them, and God and The Bible."
Trump has shied away from the "Trumpcare" label, right? He's not the kind of person who wants to be attached to anything unless it has already been deemed successful (or at least partly successful, so he can pick and choose being responsible for those parts). But that's simply because he is not a strong man. He is a man made of dead leaves and still scared of his shadow.
