If Israel was simultaneously and publicly engaged in acts of espionage to uncover specifically those codes or to force American support of a one-state solution at the threat of the release of destabilizing information, then yes. Notably, Russia was simultaneously and publicly - its own spokesperson confirmed that Russia was in communication with the Trump campaign (remember Paul Manafort?) at this time - engaged in acts of espionage designed to undermine American democracy.

"The term ‘enemies,’ as used in the second clause [of U.S. Const. Art. 3, § 3], according to its settled meaning, at the time the constitution was adopted, applies only to the subjects of a foreign power in a state of open hostility with us." U.S. v. Greathouse (C.C.N.D. Cal. 1863) 26 F.Cas. 18, 22.

Finding a legal definition of "open hostility" is difficult because almost all of the reported cases refer to Japan or Germany during a state of ground war. Can that law be applied to open and ongoing cyber espionage between two states? Why wouldn't it be applied to such a scenario?

I'd argue (obviously) that assisting a foreign government in its attacks upon American political institutions while promising them advantages over America in return is a blatantly obvious example of assisting a foreign "enemy" in an act of cyber warfare and, thus, in an act of war.

I reiterate that the only argument to the contrary that I can even imagine would be a strict constructionist bull**** reading that determines that see, what had happened was, this isn't an "enemy," they're just doing some bad stuff that we always talk about as acts of cyber warfare but not like, you know, "hostility."

And that's ridiculous and stupid.

EDIT: That vox article assumes the "state of declared war" requirement where that requirement is itself not set forth in the Constitution and seems obviously to be incompetent to address the modern world. I disagree with it.

EDIT 2: And, I mean, that article itself takes pains to be careful to note that it still thinks these actions are criminal violations of the Logan Act, acts of espionage, etc., and in fact obviously so. Which is still a bad thing, yes?
