It's never been about turning off his voters, they still support him 90-10. It's about keeping certain moderates from voting. Dems are very likely already going to turn out huge in 2018 and 2020.
People have this goofy idea that America is basically 50-50 Dem-Repub and we just have to turn out the blue votes and we're good. It's not divided so cleanly. There are a lot more people that vote Red this year and Blue the next than people are willing to admit for whatever reason.
