I think they feel like they do better politically to be taking a stand than actually passing anything and especially when the full toxic nature of this bill isn't apparent until it's implemented.

The idea of repeal is still popular at least with their base up until they're forced to consider what comes next.

I think many GOP Congress critters are still in bomb throwing minority mode and have no idea what to do as the majority party in control.
