Teper and Takam are ahead of Parker right now on IBF's rankings, but the top three slots are vacant, so a lot can happen there.
Otherwise, not a ton of huge risk. Fury and Wilder hold other belts, so can never be mandatories for the IBF. Oritz is the other dangerous fighter (along with Wlad), and neither is ranked top 15 by IBF.

Pablo Cesar Cano last I read -

I can't recall Cano, but unless he's a nice boxer/mover, this looks like a tuneup showcase fight for Lucas to get back into a big match while moving up to 147.
Since GB is doing business with Top Rank again, he'd be a good opponent for a number of Top Rank fighters.
Herrera is back to Provodnikov discussions I believe, which is a cool rematch.

i have always been a bit of a doubter with him but he is still a great fighter to watch. if he can get a good opponent (and he said he is moving up to 147 so there should be tons) i might actually buy the card instead of using nefarious means
I'm right there with you, he's fun to watch, but he was really exposed against Postol. Leading up to the Garcia fight, he looked almost unstoppable, but DG boxed a good match. I think the eye is what absolutely cost him that match.
