There are many things that make boxers great, being "skilful" is only one of them. Pacquiao has many attributes that Mayweather doesn't have and vice-versa.
There is a large section of casual fans that love Mayweather and believe his own hype that he is better than Ali, Robinson etc. Weirdly they seem to love his in-ring persona as well as his character outside the ring, which is strange considering that if you heard him talk. eg, "I'm a dog, i'm a gorilla, i'm a gorilla, i'm a dog" you would think he would fight like Tyson.
