No touching over the cylinder is a good rule for a very good reason.
The basket interference rule is only in the US. FIBA rules allows you to touch the ball as soon as it hits the rim.

If you're down for more than 15s you have to leave the field until the next dead ball, unless you're a goalie and then a random outfield player is chosen.

3 timeouts is one possession worth assuming a defensive stop. The TOs are really there for that reason and serve as a HUGE reward for teams that don't have to do the things you hate.

If you wish to intentionally walk a player, just have the catcher tell the ump and the ump can award first base to the batter without any pitches thrown. Saves time and reduces arm use for the pitcher.

I like where your head's at, but this seems like an inelegant solution to the cancerous problem of diving. e.g. if you get nutshotted you're gonna be on the deck for >15 seconds.

I don't like it. There's a non-zero chance of a wild pitch, and the occasional opportunity for the hitter to swing if the pitch isn't far enough outside, which makes it a bit more interesting.

Pretty much this.

The point is that the batter is awarded first base when the pitcher throws four balls. I'm not much of a traditionalist, but balls and strikes are an integral part of the game imo.

Slow pitch softball: 1 called strike should be an automatic strikeout. There's absolutely no good reason to take a strike in slow pitch softball, other than you are an annoying douche that likes being at bat longer and being the center of attention.

Considering how bad the usual softball ump is, it would suck a lot to strike out on a pitch at your neck or something.

This is coming from a guy who will swing as long as I can hit it hard somewhere

Football:

On kickoffs, if the kicking team kicks it out of the end zone it is a safety. Receiving team gets 2 points and the ball at the 20.

If the receiving team fields the ball in the end zone, they have to bring it out, if they are tackled in the end zone it is 2 PTs for the kicking team, but receiving team still maintains possession at the 20.

I could get behind the first one (assuming the ball bouncing out of the back of the end zone doesn't qualify for a penalty) , but don't like the last paragraph at all.

Those are both terrible ideas. The point of moving the kickoff up 5 yards was so that there would be more touchbacks because of the inordinate amount of injuries that occur on kickoffs.
