Sounds to me like they don't really care at all, and certainly they're not throwing him under a bus or anything. As for 2012, there's also this:

Phelps doing this doesn't bother me in the least of course but I understand he needs to learn to be more discreet because of his endorsements, etc. I'm more amazed at the prick who took the pic and ran with it. You're hanging out with Phelps so you have some right and/or ability to feel you're kind of cool and "I'm so awesome...look at me...I'm hanging out with Phelps who's smoking a bong" but instead this guy decides to try to ruin the guy's rep as best he can and snap a pic with his cell-phone or whatever.

How many people were in the room with him that he didn't notice an up-close pic like that and just destroy the guy with the camera? I guess one can hold a cell-phone like they're checking a text message or something and snap the pic more discreetly.
