They also have a roughly 2 billion dollar endowment, although some of that is apparently specifically earmarked for future projects, so it's less than that.
Either way- the 60M is not insignificant, but also not the worst part of this for PSU by far.
It might actually be the one thing that does something to deter other schools though. Sure, PSU can fade it, but it would crush a school like WSU.
The important question is whether the $60M fine goes to the school or the athletic association.
In the instances I know of (not sure about PSU) those are two distinct legal entities, and while the university may have an endowment the AA usually has some kind of "fund" that is significantly smaller. The B1G bowl rev is definitely an AA hit, but I don't know if that $60M fine is university or AA. Fining the AA would be crippling, fining the university won't be a huge hit.
