Right, and I think that in comparison to criminal charges, the loss of powerful job positions, and the vocal public shame involved in being outed as being directly part of the coverup, giving the institution that you formerly were a part of the death penalty provides zero additional incentive to avoid future cover ups. Karak's point about the death penalty providing an incentive for those in governance positions but not directly involved in the cover up to keep an even tighter leash on things is a good one that I hadn't considered, but as far as a deterrent factor against future direct conspirators, just no.
