Seen as he received the initial report then, how has Paterno not been fingered by the Grand Jury? If that is the law, and it falls upon the party receiving the report initially, then he should have gone to the police himself.
Then again, the graduate student told the story to his father first - is he legally obliged to report it aswell? Should he be charged with breaking the law?

Either way, two things:
- compelling arguments being made here for just going straight to the police yourself, and informing superiors after the fact. I guess I'm wrong;
- I can now see how he's going to lose his job because of this given the reaction in this thread;
