Well, yeah. Almost nobody fights the guy or breaks it up - like less than 5%. The thing is I bet 15%+ don't even report it to Joe Pa and pretend nothing happened. Yes, I am making numbers up. How/why does the issue get elevated without anyone ever finding out what it was that they were talking around? It doesn't seem at all credible.
