You dope leading up to the competition, cycle off in time to pass the tests. You'll lose some of the muscle mass, but still hit the comp way more jacked than you would otherwise have. The enhanced recovery effects also allow you to train harder in the buildup.
EPO takes time to boost blood count. You don't just take it on the day of a mountain stage - it's a concerted program leading up to the tour. Then again, they cycle you off so you are less likely to pop, but still have some of the positive effects.
