Sometimes. And NFL being played on turf is worse for legs and knees buckling for injuries. It does not make it a safe play nor a "normal shirt pull."
Kind of reminds me when they outlawed pulling a player down by their hair for ones who had long hair. Lots of people thought that was fine for a while.
