NHL has made a rule change which allows coaches to pick the side a faceoff will take place on to start a power play and after an icing.
Puck shot on goal from outside the red line, if goalie freezes the puck — no line change
If a player loses helmet, player will have to go back to bench or out helmet back on properly. Only exception: immediate play on the puck.
Minor penalty for not doing it. Chin strap does not need to be done up
Players who attempt to deliberately knock off an opponent’s helmet in light of this rule can also receive a minor penalty.
Expanded coaches challenge: a third category - in addition to goalie interference and offside - are missed stoppages of play in a zone that leads to a goal. Consequence of being wrong in a challenge is an automatic minor penalty for all three categories now.
A second, unsuccessful challenge by a coach in one game will lead to a double minor penalty.
What does a missed stoppage include? Only black and white calls, not discretionary (missed penalty) calls. It’s for puck in netting, hand pass, high-sticked pucks, etc.
A referee will have the ability to review his own call using video technology with regards to major penalties - but without consultation from Situation Room in Toronto. It can be reduced to a minor or upped to a major. But once the whistle is blown, it is a penalty.
For high-sticking, ref who called it can make sure it was not own player or wrong player. Again, official on-ice will have final call.
Reason puck over glass not included is 1) differing number of cameras from broadcast to broadcast makes chances of calling it too inconsistent, and 2) they don’t want to use video review to call penalties.
Bettman stresses the NHL does not want challenges in games, hence the penalties for an incorrect challenge. He says it shouldn’t be for “I hope it’s goaltender interference” or “maybe it looks like it’s close.” They are supposed to be for “crystal clear, unmistakable errors.”
GMs had some discussion today about eliminating offsides altogether, according to Gary Bettman.
Bettman says NHL is waiting for sign off from NHLPA for next season’s salary cap number, which they are hoping comes on Saturday.
