My point is that the other teams have cap space rolling over from this season to next season. So while Bills will have lots of space next year, it will just be due to having no players signed. Other teams have been saving space during the bad years so that they will have tons rolling over.
Having lots of cap room because you have no players signed isn't really an asset, while having lots of cap room because you rolled over a bunch from your bad years is.
For instance, assuming Bills were tanking, they could have passed on Benjamin and then they have an extra $9 million roll over to next season.
