Really? I don't know about that. I never thought of him having high
upside. He's a meh athlete who had his struggles with drops, and while he's a great route-runner and someone I'd expect to be reasonably productive, the fact that he took a step back in his third year rather than forward is telling, as is the fact that even his "great" seasons were basically 1000/6 type years. He actually seemed like a high
floor player, not a high ceiling one. (I mean, Dorial Green-Beckham had higher upside from that draft.)

If the argument that they could've better allocated resources that's definitely fair, but Cooper is still definitively better than resigning dez or trading for kelvin benjamin (lol), or devante parker. Yes, Cooper is better than Kelvin Benjamin or Devante Parker. Neither of those players would have cost a first-round pick. Of course it's about resources-- I'd rather draft N'Keal Harry or A.J. Brown or J.J. Arcega-Whiteside next year and have them for four years of a rookie deal, then have Cooper for half a season then have to pay his full fifth-year option price.
