Brady's arm strength coming out was below NFL threshold (ie a noodle arm) and a bunch of people were insisting Drew Henson should start instead at Michigan over his time there. It's difficult to improve your arm strength to NFL level if it's not but Brady obviously got there. NFL missed the other boxes (ie WIM factor) in the evaluation too.
Sure revisionist history says lol NFL there, but even in hindsight he wasn't that obvious.
TL;DR QB evaluation is hard but the NFL by far wants arm strength, I prefer accuracy/poise/decision making/intangibles first but there is still a threshold for the first one you have to meet or you fail (the quickest recent example of a guy I thought hit those boxes but still fail due to lack of arm is kellen moore). That's how thin that line can be.
