Well, now it's debatable whether Cutler or Moore is better, because Cutler has been awful, but I don't think it's debatable that Tannehill is.
I mean, Moore had one season of significant experience, and he put up a middling ANY/A on low volume mostly chucking it to Brandon Marshall. He was 27 then and he's 33 now. I know the NFL's braintrusts are often bad at correctly evaluating QBs, but I think the evidence Moore is a "good QB" is primarily dependent on overrating small samples or taking samples from a long time ago. Similarly, I think most people formed an idea of Tannehill early on and haven't refined it, even though his performance has improved every year. (By the way, each of Tannehill's last three seasons have been better than Moore's best season.)
Even saying that, it's important to remember that stats don't always tell the whole story, because context matters so much in how they were generated. (Witness the difference between Jared Goff from year one to year two, and how much has changed in that time period. Did he just suddenly become a top-10 QB? I doubt it.)
