The problem you run into is other than non game situations it's going to be tough to figure out which is the best for your team and it's going to be tough to keep all 4 when the season starts. It doesn't seem like the worst idea but I'm not sure about any guy after Lamar. With that being said, I'm not sure the gap between the other "top tier" QBs, Lamar and the rest is that large. I think it's tough to QB in Buffalo though--mainly due to the weather. I'm not sure how that fits into all the functions of picking QBs in the draft.
Unless you can flip those guys it's going to be rough for the FO--and the fact that you want to dump them means you're likely going to get less than their draft value. The problem with the NFL it's a very short term league so I'm not sure your coach can gamble that hard when they just made the playoffs last season.
