Actually, it is 100% the right decision. He might not have a ton of leverage but he definitely has some. The Steelers might want to move on and get rid of the distraction and get some kind of value by trading him (and the new team extending him). Instead of having to pay him for seven games and then letting him walk in the offseason for nothing.

Putting a ton of mileage on your legs for a team who has no use for you after the year is a terrible spot to be in.

He is trying to maximize his chances at getting to UFA without a catastrophic injury. I am sure his agent is talking to teams getting an understanding of the guaranteed money he will get in the offseason.

I interpret 'Baker + Cle' as two assets being traded for one, Wentz.

That said, Baker and the entire city of Cleveland is actually an okay offer for Wentz. But I'd ask for more if I were the Eagles if only to trigger an entire city in one go.
