From a sporting standpoint what Baylor and UNC did is far worst and they did not receive any sanctions. Their actions were intended to improve the product on the field.

From a civil/criminal perspective - PSU is far worst. PSU has been showed liable and is making payments and individuals will/are serving jail time. I don't think the cover-up was motivated by sporting gains, anymore then any of the catholic church cover-ups are motivated by sporting gains. It is individuals covering up co-workers because they can.

Bias: I have three degrees from Penn State and I give every year to the club sports that I participated in while a student. But not the general school fund and I do recommend it to anyone who asks as the educational value is very good.

What happened at Penn State is not a "Penn State" problem. It's much bigger than that. It's an institutional problem. I.E. In our sick, twisted society institutions are set up to put money, power, and success ahead of people and kids. This is why we're currently destroying the planet (btw this psychopathic institutional imperative helps kill off 25k kids per day on this dying planet). Anyone who thinks their favorite institution would NEVER try to cover up such a heinous crime is hopelessly niave.
