I think he can block the transfer until Monday. By blocking transfer until then, the player can't get in classes for the next quarter (Oregon State is on the quarter system).

The rule on blocking transfers gets eliminated on Monday so I am pretty sure the player can transfer to Oregon State but would not be able to enroll in classes during that quarter.
