Kevin Plank appears to be trying as hard as he can to emulate Phil Knight with every decision he makes. On one side of the coin you can't blame the guy, on the other side of the coin $4B compared to $24B is kind of a big difference.
i'd say yes, 4B vs 24B is a big difference in regards to impacting a program considering that worth isn't exactly liquid, and the other part of the equation that's probably worth mentioning is Plank is 43 and Phil is 77.
John Harbaugh is supposedly on USC's shortlist. Along with Chip Kelly. Yeh, don't see either of them leaving. Kinda hope I'm wrong though. Two harbaughs in college football would be awesome. #2 Chip back would be cool too

I know there's never been anything where employers couldn't test. I don't think schools or NCAA couldn't test at any point. Could be different I guess, but I've never heard anything like that and pretty sure I've read the opposite.
probably worth noting this was an NCAA thing and not an Oregon thing. There have been a few articles in the past couple of years that describe the amounts of pot use among football players (and the campus population in general).
