It's just like business, if you aren't the one acquiring companies, you'll be the one acquired.
In the Pac-12's defense, if you add teams that bring less revenue than they take, it makes it more likely that the top teams will bolt for another conference. The teams you mentioned simply don't bring much to the table $-wise.
On the flip side, the Pac-12 had a chance to bring in the #1 $$$ program in college football, Texas, and the Pac-12 said no. The Pac-12 was not willing to bring in the likes of OU, Oklahoma State, and Texas Tech because their academics and research did not meet the Pac-12's high standards. From my perspective, the Pac-12 is just an athletic conference. However, from the Pac-12's perspective it seems to be less about athletics and much more about academics, research, and social justice. This will prove (and has proved) to be the conference's undoing, IMO.
