Raps yea I guess they're at the top of that second tier, don't think they quite deserve own tier though.
Heat are smart enough but lose points for weird priorities (seem to have locked in a mediocre low playoff team, could be worse but don't really have any way of getting anywhere now).
You're right about the Cavs doing some good things when Griffin was GM, but now he's gone and Gilbert is still the owner. I'm downgrading the Cavs for longterm crappy ownership. Good point about Gilbert going way into the tax while Lebron was there.
I agree about the current Heat, but given their history I have more confidence in them than anyone in the lower tiers.
