For it to be four picks, it has to be 2019, 2021, 2023, and 2025 if no third team is involved. The protection can't involve a pick not conveying and being kicked to the next year.
Let's assume that 2019 and 2021 protection doesn't matter, even though the wrong injuries and having to rely on Carmelo could make the Rockets miss the playoffs in an extreme worst-case scenario. 2023 seems like a reasonable case where you can give it top 14 or top 10 protection and it becomes seconds in 2023 and 2024 if it doesn't convey. 2025 is the hard one to figure out what is fair. Maybe 2025 can be top ten protected and if it falls in the top ten, then Minnesota gets the 2025 second and pick swap rights unless it is top three. Or, maybe you let the Rockets have reasonable protections in exchange for swap rights in 2022 and/or 2024. Top ten protection for the four picks and top five protected swap rights in 2022 and 2024.
