This is an interesting question.
Frank played a season high 37 mins - after having been restricted by coaching decisions to ~20 the last couple of games, whilst Trey Burke played 31. (Both from the bench.) But, otoh, rookies Dotson and Hicks, who have had reasonable showings in ~10mins each over the last 3 games, both had DNP-CDs. And of the starters, Beasley, Kanter, TimHardawayJr had 27, 33, and 36 resp. So it wasn't exactly "let's play the kids/bench and see what happens."
One possible answer is that with Charlotte winning last night the Knicks as an organization think it is now very unlikely that they can drop to 10th (pre-lottery), but it's also (to a lesser degree) unlikely that they can move up to 8th. So Hornacek was given the green light to do whatever he wanted. (Which presumably is to win.)
Another answer being floated on the internet is that Hornacek went rogue - that he knows he's getting the sack at the end of the season and just wants to (carry on) playing to win as far as possible, just as he has done almost all season (according to his weird ideas of what maximises game EV & season record).
There's a remote possibility, I suppose, that the Knicks as an organization have thrown in the towel on Mudiay - though that seems pretty unlikely given he's the first player voluntarily
traded-for by Perry. (Taking it that Melo
had to be traded somehow.)
Whatever, it's pretty clear that there is no - or precious little - coherent planning, per se, going into the Knicks line-ups/minutes splits from either coaching or GMing points of view.
On the other other hand it could all just be randomness. The Knicks went through quite a long spell (between 20 and 4 games ago) where it was entirely unclear whether they were trying to win or to lose. Now it appears obvious they are currently trying to win. But when I say that it could just be the "tendency for the human mind to try to discern patterns in chaos" speaking.
[edit] I mean, the literal answer is pretty clearly that the front office have had him playing as a starter since the ASB for raisons (presumably because they traded for him and want to play with their new/2nd hand shiny(ish) toy) and he's still - to today - officially the starter, which makes it hard for him to play less than 5 minutes. But he's been consistently terrible on defence and very iffy on offence. He certainly doesn't merit > 5 minutes. Your question is really why those facts were acted on tonight.
